TIP OF THE WEEK: Start gathering your documentation to invoice USAC for any remaining recurring services you received for FY2013. The invoice deadline for FY2013 recurring services is October 28, 2014.

Commitments for Funding Years 2014, 2013, and 2012

Funding Year 2014. USAC will release Funding Year (FY) 2014 Wave 16 Funding Commitment Decision Letters (FCDLs) on August 27. This wave includes commitments for approved Priority 1 (Telecommunications Services and Internet Access) requests at all discount levels and denials for Priority 2 (Internal Connections and Basic Maintenance) requests at 90 percent and below. As of August 22, FY2014 commitments total over $1.75 billion.

Funding Year 2013. USAC will release FY2013 Wave 63 FCDLs on August 28. This wave includes commitments for approved Priority 1 requests at all discount levels. As of August 22, FY2013 commitments total over $2.09 billion.

Funding Year 2012. USAC will release FY2012 Wave 91 FCDLs on August 29. This wave includes commitments for approved Priority 2 requests at 90 percent and denials at 89 percent and below. As of August 22, FY2012 commitments total just under $2.86 billion.

On the day the FCDLs are mailed, you can check to see if you have a commitment by using USAC's Automated Search of Commitments tool. 

E-rate Modernization Order Published in Federal Register

The E-rate Modernization Order, adopted by the Federal Communications Commission (FCC) on July 11, 2014, was published in the Federal Register on August 19, 2014. The Order takes major steps to modernize and streamline the E-rate program and focuses on expanding funding for Wi-Fi networks in eligible elementary and secondary schools and libraries across America.

FY2014 Out-of-Window Letters

On August 28, USAC will issue just over 300 letters notifying applicants that their FCC Forms 471 are considered out of window. Out-of-window letters are issued for three groups of applications:

  • FCC Forms 471 filed on paper and postmarked after March 26, 2014, the close of the application filing window.
  • FCC Forms 471 filed online on or before March 26 at 11:59 pm EDT and certified online or on paper after May 27, the extended certification deadline.
  • FCC Forms 471 filed online after March 26 at 11:59 pm EDT and later certified online or on paper.

Out-of-window letters are not issued for forms started online that are in an "Incomplete" or "Complete" status. You can use the View a 471 tool or the View 471 Status tool on the Search Tools page on the USAC website to check the status of a form.
