Commitments for Funding Years 2017 and 2016

Funding Year 2017. USAC is scheduled to release Funding Year (FY) 2017 Wave 10 Funding Commitment Decision Letters (FCDLs) on August 4. This wave includes commitments for approved applications for all service types and at all discount levels. As of July 28, FY2017 commitments total over $615 million.

Funding Year 2016. USAC is scheduled to release Wave 57 FCDLs on August 1. This wave includes commitments for approved applications for all service types and at all discount levels. As of July 28, FY2016 commitments total over $2.82 billion.

On the date that FCDLs are issued, you can access your FCDL notification from the Notifications section of your landing page in the E-rate Productivity Center (EPC).

Corrections to Two Articles to the July 21 SL News Brief

Last week's SL News Brief contained a Tip of the Week and an article about invoice deadlines and the effect a late FCC Form 486 Notification Letter would have on calculating the invoice deadline for Funding Request Numbers (FRNs) featured on an FCC Form 486. Although both the tip and the article discussed invoice deadlines for FY2016, the deadlines were mistakenly characterized as FY2017 deadlines.

In addition, the article on the availability of FY2017 invoicing gave the impression that invoicing could occur through EPC. In fact, invoices will continue to be filed and processed in our legacy system. The update concerned FY2017 FCC Form 486 data in EPC, which must move to the legacy system for invoices to be processed for FY2017 FRNs. That nightly job is now running, and applicants and service providers can successfully submit invoices in the legacy system for FY2017.

A corrected version of the July 21 SL News Brief has been posted to the Weekly News Brief page of the USAC website. The words "through EPC" have been removed from the FY2017 invoicing article to avoid any confusion, and the corrected text for the FY2016 invoice deadline article appears below for reference.

Reminder on Calculating FY2016 Invoice Deadlines

The deadline for submitting an invoice for a funding year is 120 days after the last date to receive service or 120 days after the FCC Form 486 Notification Letter, whichever is later.

  • For FY2016 recurring services, the last date to receive services is June 30, 2017.
  • For FY2016 non-recurring services, the last date to deliver and install services is September 30, 2017. In certain circumstances this deadline is automatically extended, and in others an extension can be requested.

If USAC has not yet issued an FCC Form 486 Notification Letter for an FCC Form 486 for FY2016, the invoice deadline for the funding requests on that form has not yet been established.

In other words, if an applicant has certified an FCC Form 486 for recurring services but USAC has not yet issued an FCC Form 486 Notification Letter for that form, the invoice deadline for those funding requests is NOT October 28, 2017. Applicants and service providers will have 120 days after the date of the FCC Form 486 Notification Letter to submit invoices. Applicants and service providers can also request and be approved for one 120-day extension of that invoice deadline.
